The system allows creation and editing of records concerning user registration, equipment type approval including radio wireless equipment, station licensing and license issuance.
IRIS system includes various spectrum management features, such as: spectrum planning, an advanced billing module, complaints handling, use of maps and other engineering support features.
The system includes interfaces to the engineering tool - ICS Telecom and to the National Monitoring System (NMS). The information received from these supportive systems is used for management and decision-making.
IRIS is designed in accordance with the guideline of the Recommendation ITU-R SM.1370-1, “Design Guidelines for Developing Advanced Automated Spectrum Management System (SMS), 1998”, and complies with the Handbooks of “National Spectrum Management, 1995” and “Computer-Aided Techniques for Spectrum Management, 1999”. The data elements follow recommendation SM.667 – National S.M. Data. The elements are based on Table II of Annex IV of handbook on Spectrum Management and computer-aided techniques.
